An important spin-off of the first eFORESEE Malta Pilot was the initiative to promote Malta's competitiveness through research and innovation. As a first step, the Malta Council for Science and Technology became a partner institute of the World Economic Forum in February 2003. The World Economic Forum produces the Global Competitiveness Report which ranks over 80 countries on the basis of macro and micro competitiveness indicators (the latter based on Michael E Porter's model).

There have been a number of related developments namely:

  • CompetitiveMalta is a joint initiative of MCST, EMCS, Central Bank and a number of other key players, to set up a Foundation for National Competitiveness. The Foundation is to provide a public-private sector framework for supporting the national competitiveness strategy through the organization of events, surveys and other relevant research activity.
  • CompetitiveCareers is being developed as a joint activity between eFORESEE Malta ICT Pilot and CompetitiveMalta. The aim is to promote foresight as an effective tool in improving the take-up of careers at all levels of the knowledge economy. Given that the the country's competitiveness depends on recruitment based on competence, it is vitally important that our education and training system guides the most competent people to key posts. This activity is targeting primarily senior persons providing careers advice and guidance in higher education and other institutions, key government staff development offices, representatives of HR departments in major corporations, the national agency responsible for employment and training, industry, unions and student representative bodies. Foresight experts and practitioners are very welcome to participate.
  • The Conference on "Maximising Malta's Competitiveness Potential" (26-28 May 2003) initiated an important strategic discussion on competitiveness in Malta and it is important that these conversations are recorded. eFORESEE is providing the space to record the discussion on a particular aspect which concerns MCST, competitiveness through research and innovation.
