eFORESEE Malta Marine Pilot

Towards enhancing the Marine sector's contribution to the Maltese Economy in 2020

Tasks

  1. Setting up and chairing of an Expert Panel composed of a restricted number of competent representatives from focal actors in the marine sector, possibly holding key positions and with an influence on the policy-making and funding mechanisms;
     
  2. Forming a wider supporting group to enable a more extensive consultation process aimed at reaching the full spectrum of marine-related activities, initiatives and programmes, and targeting the R&D, administrative, industrial and services sections.
     
  3. Preparing special reports in connection to this pilot;
     
  4. Plan, track, organize and record all processes of the foresight pilot from preparation to implementation and evaluation;
     
  5. Create links with European institutes/agencies that can offer experiences, background material and regional scale projections relevant to the pilot project;
     
  6. Create links with one or two experts that have already completed, or are currently engaged on a similar marine foresight undertaking in their country;
     
  7. Organise workshops/seminars to: (1) introduce and inform stakeholders about the pilot project; (2) consult with key stakeholders for a wide participation approach; (3) build material for the project; (4) refine scenarios, action plans, results and follow-up actions for a wider consensus;
     
  8. Synergise with the ongoing EU-funded MAMA project for awareness and outreach activities, and for the achievement of common goals;
     
  9. Hold interviews, including direct consultations with ministries, to encourage a high-level ownership of the project, secure Government's rubber stamp, and seek the utilization and consideration of the pilot project results in the overall national development plans and implementation processes;
     
  10. Provide relevant documentation to the Project Coordinator at MCST to be uploaded on the eForesee Project website;
     
  11. Provide a template and a framework of the final report by June 2003 for approval by the Coordinator;
     
  12. Produce a comprehensive final report (vision document) on the Marine Pilot exercise and its relevant findings by 31st December 2003 with a first comprehensive draft at the end of October. The document should also recommend the outline of a national marine strategy.
